On the construction side, the figures are just as worrying: -15% of starts in the first seven months of the year and -20% of building permits. A collapse in authorizations that has even accelerated over the last 3 months, to -27% for the period from May to July 2020, compared to last year.

Despite this alarming context, new real estate acted as a blind spot in the economic recovery plan, which did not devote almost any significant measure to construction. Professionals in the sector welcomed the help to “builder” mayors, as well as the creation of a fund for recycling wasteland, but they unanimously stressed a lack of ambition. “The construction crisis alone could kill as many jobs as the government hopes to create with the recovery plan,” warned Alexandra François-Cuxac, the day after its presentation by the government.
